Minor inter-county players should not be eligible to play senior matches, according to new proposals unveiled this morning.
The idea was just one of a series of proposals put forward by the GAA's Minor Review Workgroup.
Among the proposals relating to player eligibility are plans to amend the GAA's rules:
- A player must be over 17 to play in adult grade (above Under-21)
- Any player eligible to play at the minor level at inter-county would not be eligible to play at Under-21 or adult inter-county levels
- Any player eligible to play minor inter-county would not play in club games, either league or challenge games, until he is finished with his inter-county commitments.
The workgroup defined an inter-county minor panellist as someone named in the panel on 1 March, though this can be amended by the county secretary on a monthly basis.
The group also proposes a three-year pilot scheme involving clubs in one county from each province to explore the possibilities of under-17 and under-19 age groups. The clubs in the counties involved would take part in competitions with amended age groups of under-13, 15, 17 and 19.
The group also proposes changes to the scheduling of competitions
- Club minor competitions should be completed no later than the second weekend in October to facilitate the commencement of post primary schools competitions.
- Rules should be changed so that the schools competitions should start no earlier than this date and that the finals of these should be played no later than the weekend closest 31 March.
- Minor provincial football championships should begin between the second week in April and the first week in May, and games should be played mid-week up to provincial finals.
- Inter-county minor finals should only be played as a curtain raiser to adult games where this is in the best interest of player welfare, the group proposes; playing the games as stand-alone fixtures should be trialled.
The group proposes the establishment of a national underage Competitions Control Committee.
The Minor Review Workgroup was established in January last year to review the GAA's rules and policies regarding participation in the minor and related age grades at club, school and inter-county levels.
The group said that at all times its review had been centred on player welfare; it makes several recommendations in this regard.
- The establishment of a monitoring system to track activity and results associated with burnout, and calls for the appointment of a player welfare monitor in each county.
- Existing provincial minor leagues should be replaced with inter-county leagues, which would feature a maximum of eight teams, which could come from different provinces.
- These should provide a maximum of five games for all teams. It also proposes a limit of three inter-county minor challenge games.
Specific recommendations are made for football and hurling, respectively.
In football, provinces' minor championships should allow teams a second chance if defeated in their first game, and the format of each championship should be the same.
All-Ireland MFC quarter-finals should be discontinued from 2016, the group says, and an U-17 All-Ireland competition should be organised, with finals played in Croke Park.
In hurling, the Hurling Development Committee should develop proposals regarding All-Ireland Minor competitions and the accommodation of Galway and Antrim, and the 'B' and 'C' should be organised as U-17 competitions, the group says.
